i did not get notice of election did anyone? did not get sample ballot although i knew of election there still should be notices.

MrCommonSense, this has nothing to do with the 'Slick 6'. Cape Coral has been asking about even year elections long before they were elected to council. It is the Supervisor of Elections that does not support even year elections in Cape Coral.
I don't see it that folks aren't educated/informed I think the challenge is folks don't pay attention in off General Election years. "out of sight out of mind" or they don't realize how important the local elections really are. Look at the stats even for the general election years, voting stats are down. I think it has a lot to do with the fact across the board people are dissatisfied with the leaders.
In the final analysis it is the "informed" voter that comes out to vote. Putting the City election in even years may return more votes for the candidates, but won't bring out more informed voters. Do we really want uninformed voters casting ballots for the sake of casting ballots, because the voter just happens to be in the voting both and that there are candidates that just happen to be on the ballot, so they might as well vote? I don't think so!
