Council OKs addition to PDP for A-1 Shelters Self Storage

City Council approved an addition to an existing Planned Development Project at Monday night's meeting, allowing the A-1 Shelters Self Storage facility at 2555 Pine Island Road to connect 6.1 more acres to the development.

The request extends the property to the north and includes an entrance off Diplomat Parkway. The new section will store 145 recreational vehicles in enclosed structures and more than 79,000 square feet of indoor storage. The existing storage facility consists of 7.6 acres and 121,700 square feet of storage, office and caretaker residents uses.

Council's unanimous approval included several deviations from land use regulations and a rezoning from corridor designation to corridor with a commercial park overlay designation.

Approval of the request includes use of an all-metal wall along Diplomat Parkway with the entry allowed to be 24 feet, 4 inches high. Metal walls at 14 feet in height will be allowed around the remainder of the new section.

Planning division staff and the hearing examiner previously recommended approval for owners Kirby Family Limited Partnership.

Another ordinance amendment request was approved to allow property at 409 and 411 Hancock Bridge Parkway to be rezoned from corridor to multifamily residential. The owners intend to construct two duplex structures between an existing duplex and a multi-family development.

Council also approved staff continuing to work with Lamar Advertising through the Public Private Partnership process that was approved last year to construct 50-foot electronic billboards on city-controlled property at the foot of the Cape Coral Bridge and beside the Midpoint Bridge approach just east of Del Prado Boulevard.

Staff found out the land at the foot of the Cape Coral Bridge where the Chamber of Commerce office is located requires a payment to the state because it is state-owned. The state prohibits for-profit businesses from using the land.

Assistant City Manager Mike Ilczyszyn appeared before council with three options - paying 15 to 50 percent of gross revenue from the billboards; pay a flat fee of $495,000 for use of the land; or pay $48,562 for permission to use just the area needed for the billboard structure.

Officials chose the latter option with Lamar agreeing to pay the amount back over the first 10 years of its agreement with the city.

Lamar wants to have the structures ready to use by next fall.

Council approved a procurement waiver to hire Denco Construction to excavate and replace a main sewer line in the 800 block of Cape Coral Parkway west of Skyline Boulevard that city crews discovered was "deformed" and allowing ground water to enter the sewer system.

The repairs will take several weeks at a cost of $342,562.

The city alerts motorists to be aware of possible lane closures during the reconstruction process.

City Council has two special workshop meetings scheduled in the next few days, both to be held in Council Chambers at City Hall. The first is 9 a.m. Wednesday to discuss traffic calming policies and the second is 4:30 p.m. next Monday in a joint meeting with the Charter School Governing Board.

The next council voting meeting is 4:30 p.m. on Monday, May 1.
