Wallowing with those for many years? Please explain. Fringe benefits? Where did this come from? Furthermore, what will you benefit from all of these protective measures you seem to present in defense of our City Manager and his decision to hire Murphy?

Many years ago, Congress passed an act known as the Davis-Bacon Act. You should remember that one since it rings close to those you frequently find yourself wallowing with for many years. It has been amended many times, and while it does not apply to the states per se, it does serve as a basis for many future interpretations.

The Act has been plagued with controversary over the years but, putting the political rhetoric aside, the USDOL refers to this act in many ways and in one particular statement, which is on-point in this matter, they state, “However, payments required by federal, state or local law are not fringe benefit contributions. Such payments required to fund Social Security, unemployment compensation and workers’ compensation programs, as required by law, do not count as fringe benefits.” So what are these fringe benefits that you suggest Murphy is receiving?

First, I'd respect my own posts too.

Now, I only know what the Breeze editorial stated nothing more, nothing less as it pertains to the investigation. But, in response to your request, “Please explain pay outs to us! If your so called pay out remark is a salary the Worker Compensation Laws do in fact apply or our City is liable in the event of any occurrence while working on the job.”, let me learn ya something.

Buddies????? I respect their posts. Not any of yours, Sparky! You must be privy to some inside info that the taxpaying residents do not as of yet. Why would it be necessary for our City to conduct their own investigation of the person named in this editorial? Never mind I believe most of us can figure out the reason. Have a Memorable Day.

Rumor-Rumor if you had only read the article instead of just the comment section you'd know about the investigation. I didnt say pay outs, your buddies did but you didnt read that either. I detect a common thread here, you dont read or listen, you just spout RUMORS.

Okay Sparky...No surprise to me that you would post a comeback post. Please google LinkedIn and you will see that Murphy does in fact list his employment as Business Manager beginning in Dec. 2017. You referred to pay outs and benefits not me. Please explain pay outs to us! If your so called pay out remark is a salary the Worker Compensation Laws do in fact apply or our City is liable in the event of any occurrence while working on the job. What is Murphy's salary? Oh! Never mind.... Another expense to the taxpayers of our City, especially when he does not need any additional income. He retired from his former position with our City with a good chunk of change. As far as the City Manager is concerned he is hired by the Mayor and Council. Right? No matter what you are attempting to gain by your insults to others who post, apparently you do not like those who write truthful facts. Who is conducting this investigation that you refer to in your original post of today?

I suppose one can be the business manager and work under a contract instead of an employee who receives benefits, still the business manager and no payout as you inferred. The manager hires all employees except the attorney and council staff. But, as much as that has not changed neither has FortheRumor. Another conspiracy left to dangle. What the heck does Worker Comp have to do with benefits and payouts, its legally mandated. It isn't part of the editorial I guess because the editor didn't see it as part of the issue. The difference is the editor deals with facts and not Rumors as you do ForTheRumor.

What investigation? Why Murphy in this position? What happened to the former Business Manager? Did she resign? No pay out or benefits does not mean Murphy is working free. He must receive a salary under Worker's Compensation requirements, etc. Why was this matter kept out of this editorial...Time and Money? Why has it been claimed that our Mayor and Council can not receive answers from the City Manager regarding Murphy being hired for this position? It is my opinion that taxpaying residents should be entitled to facts and most of all the truth. There certainly is much more to this entire picture!

If he doesnt do the investigation you'd be the first to scream Law Major. Real Truth once again you spout innuendo. Rhyme or reason? Care to expound on that comment? Murphy signed up as a contract employee, no benefits, no payout. Check the contract its public record.

EXCELLENT EDITORIAL! - QUOTE "It's not their money, which may be why the city of Cape Coral's administration apparently has few qualms about racking up hours on problems & projects on the taxpayers' dime." - YES, over 1 millon of taxpayer dollars wasted on the LCEC debacle (still unresolved) & Szerlag's assistance on 5 month paid leave which cost the taxpayers over $53,000, when no charges were filed! Then we have council agreeing to pay over $85,000 for the extra police coverage warranted for 3 downtown bars to remain open until 3AM. Money appears to be "No Object" to this Mayor, council & city Manager. But don't worry … they are now looking to raise your taxes to fund all of their projects. Where is the oversight???? They appear to have an "open checkbook".
