If a representative does not respond in the affirmative to a voter mandate, VOTE THE REPRESENTATIVE OUT!!. It's that simple. VOTE THEM OUT!! Put them on the roles of the unemployed. Get them off the gravy-train!

It was put to a vote, it passed by a large margin, it ought to be the law.

It should be that if they fail to come to a consensus, they lose their opportunity to have any say, and it defaults to what the voters voted for.
