Condos and Water Damage

Many unit owners first learn about the issues of water damage when they have to deal with problems in their own units. They are surprised to hear that the association is not responsible to repair damages, even if the source is someone else's unit. This means that the person who left the tub running in the unit above is not responsible for the damage caused to the unit below. The association is only responsible for the original drywall and wall covering. Does this seem fair?
